January, 1928. In framing these amendments the principle
of scheduling all Governments in Classes A and B, subject
to reciprocation, has been adopted, and of treating ell
Class C colonies and all Class A and B colonies that do not
agree to reciprocation, in accordance with the Conference
Rule referred to in paragraph 4 of your circular despatch
of 14th January, 1928.
